The law firm of Bullard & Associates, P.L.LC. was established June 1, 1992 as an insurance defense firm. Mr. Bullard’s sole area of practice is in workers’ compensation law and has been so since 1985. Mr. Bullard’s partners include H. Lee Endicott. Associates of the firm include R. Dale Kimsey, Terri Phillips, Tess M. Bullard, Leslie Terry and Angie Ortiz.
The firm is listed in the 2015 edition of the A.M. Best’s Directory of Recommended Insurance Attorneys and Adjusters as well as AV Rated by Martindale-Hubbell.

Several members of the firm concentrate their practice in the area of Workers’ Compensation defense and appear regularly before both the Oklahoma Workers’ Compensation Court of Existing Claims and the Oklahoma Workers’ Compensation Commission. Donald A. Bullard has focused exclusively in this area since 1985. He has been a guest speaker on multiple occasions at the Oklahoma County and Oklahoma State Bar Associations, the National Business Institute and for various insurance carriers and self-insured companies. He is an approved instructor by the Oklahoma Insurance Commission in the area of Workers’ Compensation and Ethics. Mr. Bullard has tried thousands of cases in this area including representation of the insurer in matters of subrogation. Mr. Endicott, Mr. Kimsey, Mrs. Green, Mrs. Phillips and Ms. Bullard also regularly speak at Workers’ Compensation seminars. All attorneys are members of the Oklahoma Workers’ Compensation Section of the Oklahoma Bar Association as well as the Workers’ Compensation Defense Council.
Don founded Bullard and Associates in 1992.
With more than three decades of experience, Don assists clients with workers’ compensation, subrogation and employment law issues. A graduate of Southwestern Oklahoma State University and the College of Law at the University of Oklahoma, Don regularly leads workers’ compensation seminars to educate employers, insurance industry professionals and attorneys about workers’ compensation matters.
Inducted into the College of Workers’ Compensation Lawyers, Don is a member of the American Bar Association’s Labor and Employment Law, Litigation, Tort and Insurance Practice, and Workers’ Compensation Sections. He is only the seventh attorney from Oklahoma to be accorded such an honor.
He previously served on the Human Relations Committee and Workers’ Compensation Sub-committee for the Oklahoma State Chamber of Commerce. Don is also a member of the Defense Research Institute.
When not serving clients, Don supports charitable local organizations he is passionate about and enjoys time on the lake with his wife, four children and five grandchildren.
Angelica brings more than a decade of experience to her practice at Bullard and Associates. She is a graduate of the University of Oklahoma, Universitat de Valencia and Oklahoma City University School of Law. Angelica is a member of the Oklahoma Bar Association, SEC-Workers’ Compensation Section and Delta Theta Phi Law Fraternity International. When not assisting clients, Angelica enjoys time with family, road trips and reading.
A graduate of Oklahoma State University and the University of Oklahoma College of Law, Dale joined Bullard and Associates in 2005. Dale has more than three decades of experience and is a member of the Oklahoma Bar Association’s Workers’ Compensation and Insurance Defense sections. Dale enjoys golf and spending time with his wife, their children and grandchild.
Lee brings more than thirty years of experience in workers’ compensation defense to the firm. The Oklahoma State University and the University of Oklahoma College of Law graduate is a member of the Oklahoma Bar Association and Oklahoma County Bar Association. Outside of his service to clients, Lee acts as chair of the board of directors for Neighborhood Services Organization’s Palo Duro II and enjoys spending time with his wife and their two sons.
Terri brings a variety of legal experience to assist clients with workers’ compensation matters. Terri is a graduate of Oklahoma State University and the University of Oklahoma College of Law where she was a member of the American Indian Law Review. She is a former assistant district attorney in Oklahoma County. Outside of her legal practice, Terri enjoys travel, scuba diving and spending time with her husband and two young children.
Tess Bullard Knapp
Tess’ practice is focused on workers’ compensation and insurance defense. The East Central University and Oklahoma City University School of Law graduate also teaches a variety of workers’ compensation seminars and professional classes. Tess serves as a chairperson elect for the Oklahoma Bar Association Workers’ Compensation Section. An active member of the Oklahoma City Assistance League, Tess enjoys playing kickball and spending time with her husband and their dogs, Marlow and Murphy.
Jay Chaney’s has honed his expertise in workers’ compensation for nearly a decade. He is a graduate of the University of Central Oklahoma and Oklahoma City University’s College of Law. Jay is a member of the Oklahoma Bar Association and the Oklahoma Bar Association: Workers’ Compensation Section. Jay worked his way through law school as a part-time civilian dispatcher for the Oklahoma City Police Department and as a licensed legal intern. Jay also played college and professional soccer prior to entering law school.
